i don't agree with your theory its a trap that Vargo is in on, because he kills the wolves as well.
The section just screams removed questline though.
Maybe one day we ll know the true reason for Vargo.
I'm not convinced its a trap, he helps you after all, and even has more dialogue where he wants to show you somthing after the fight (Animal Pal skill). I'm more inclined to agree with Uraoen, it seems like a broken/unfinished questline.
even after speaking to the dog originally there is no quest dialogue added to the log book so i'm guessing it's not a quest at all, just a dog wanting some help.
In the EE:
If you have the Pet Pal skill, Vargo will tell that he and his friend have a stash of bones near their and he asks for your help in clearing the wolves. It's not a trap, because he tells you exactly what's going on. It's not really a quest. He's just asking for your assistance, and once rendered, he goes on his way.
