I assume you exited Steam and restarted?
Apparently a firewall/router can block some games from being listed. see Games Are Missing from the Library
In a similar topic for a different game, someone recommended restarting the Steam client and installing the game from a web link (which I modified to match the game ID in my Steam shortcut for this game): steam://install/243950
That doesn't seem to want to show up as a link, but you can copy and paste it into your browser's address bar. It brings up the installer here if I try it on my old computer, but Dragon Commander shows up fine in my Steam library.
