She doesn't sell togas though, she sells noble's clothes.

There are 3 merchants in Teron which sell clothes (2 in merchant area, 1 in front of inn) but none sell Togas.

Is this at the beginning of the game when you first start in Teron?
But, Cado may give you a merchant robe somewhere in Teron's TA during interacting with his guild.

Nobles wear Noble Clothes/Dress, Merchants wear Expensive Long Robe, Expensive Robe and Merchant Robes, Loremasters wear Loremaster's Garments, Slaves wear Slave Garb or Dirty Tunic. Workers wear Toga, Long Toga, Tunic, Light Tunic, Short Robe, Long Robe. Haven't seen any character wearing Odalisque's Garb though the merchant outside the Inn in Teron sells it.
Cloaks are relatively common but I haven't noticed them doing anything beyond being decorative.
Started digging into console commands to see how clothes affected disguise. Still unsure if rings (silver, gold, ruby) have any effect.
