What can i do with it, when i am not an alchemist? Is there someone who can mix it for me?

Is there anything you can do with it WITH alchemy? Maybe I've just forgotten but I seem to not remember being able to actually make a potion with it.

If I recall correctly, it's a reagent used to improve the neurostimulant (the eagle eye variant).

You can make the eagle eye neurostimulant. Such a pity it's only one dose.
