Where to get blue steel in Maaradon,

okay so tried the arena got upto the Arena guy, oohhh he's really rustling my jimmoes, and I don't have 5 locking picking so I can't get into the safe, so I have 3 pounds which I got from th guys body anywhere I canfind another 2 pounds or any merchants slling a blue steel weaponn/armour?

If I remember correctly, the armor merchant inside the trade quarter sells a blue steel armor for 4k. Expensive, but you can dismantle it for a lot of bluesteel.

I might be wrong and it could be steel, I'm not sure.

If I recall right, there's 2lb of blue steel ignots in the sewers of the slum area (which you dive into by entering the well near the Arena side entrance). You need to dive there, go through an underwater passage (cons+dex check), and find that chamber room with the weird device and the door which won't open up without activating the device or something (I couldn't do it). It also has the safe, which I didn't have the lockpicking skill for, so I don't know what that has.

2 lb of Blue steel can be found on one of those debris piles at the room, if you have enough Perception when looking to them, I think. It also has 1 lb of unknown dark grey ignots, of which usage I have no idea about.

I don't know if the 2 lb is enough for crafting anything. I'vent used crafting yet. If you miss a little, there is that, at least. I wen't in diving with 5 con and 8 dex (passed the skill check to the chamber) and had 10 Perception to check the debris piles in the room (not sure how much they require).
