I downloaded Brutal Doom Hell on Earth Starter Pack, but I want to add project brutality to it.
What exactly do I do? Brutal Doom Hell on Earth starts right up, but I'm not sure where to put the Project Brutality file to make that work as well.

Try to drag the files in the correct order/ Install another client like zandronum or upgrade you gzdoom.

just use ZDL3 for that. Use gzdoom as main engine, doom/doom2 as iwad and put PB 3.0 and then Hell on earth into external files and you are good to go
