I would say that the Mother Demon took the lead after IoS' death (assuming it's dead) to send the demons again.
I would even theorize that it explains why D64's demons are looking differently that Doom 1&2 - Final Doom.
Anyway this means that it could also be linked to the Doom 2016's titan (a powerful being in the lore that was beaten by the doomguy/doomslayer before the events of the game)
Anyway the "true icon of sin" in Brutal Doom looks great
