how do I invite a friend or start a party?

My friend and I just got the game, how do I get into a game with him? The friends menu doesnt seem to have any add friend options or anything?

Friends list is broken lol, how the hell do I get in the same instance as him?

I simply used PM, typed in his Name and a hello, he typed back and then i was able to invite him.

PM is personal message you can just text him or you meet on a spot on the map then you click on him and you can invite him. Fl was bit broken since the update I can see people in fl but could not try invite atm but it seems to work since the update.

so ive added him to the friends list and he can join my party but we still cannot see each other even tho we have both joined the same server. hes a lower level than me and hasnt completed as many quests as i have. would that affect anything?
