Yes, it's continuation of base game.

you still will get drops but not for the new weapons over 99. You will need to play on INFERNO difficulty to get them to drop. You can check the weapon drop level on the JP wiki link.

Fortunately the 1st mission wins by itself on inferno so you can grab some starting weapons there, but don't even consider the rest of the dlc on inferno without base game inferno weapons

Mission 1 is a free Inferno weapon in 3 minutes but it only gives very little drop and a slog to get some new weapons of your liking.

Mission 13. Paratroopers can be done in 8 minutes and they're more prone to drop 2-3 crates.

Mission 18. Code N is actually great for farm DLC weapons by leaving 1 teleportation ship alive that spawns 8 blue ants every 30 seconds but requires precise timing. You need a slow, overpowered sniper rifle that can 2 shot kill a large Gamma and a tank to survive the final wave.

Ive beaten the game and the dlc multiple times. Here is what I recommend:

Beat the base game 6 times: Hard, Hard, Hard, Hard, Hardest, Hardest. That will get you to 70 percent and let you remove the armor and weapon cap for levels. Then boot up the DLC and try to do Inferno. If you can manage to do it, you will end up with incredibly high level weapons when you go to 100 percent the base game. Makes things much easier. If you can't handle Inferno on the DLC, then go back and do another run of the base game to get some more armor and then go back and try it again.

Mission Packs usually have higher level weapons than base game. There are even weapons that you can only find in mission packs. If you don't want to spoil your base game first-time playthrough with overpowered weapons, you probably want to hold off on it until you finish the base game.

This is a bad strategy. Without playing Inferno in the main game, the maximum Lv of weapons is 76. The DLC has a higher difficulty than the main game and the new DLC weapons only drop at the Inferno difficulty at Lv101-106 / Lv107-117.

For a single player playthrough, I would recommend to play the first time on Hard. Then play some easy Missions on Inferno to get some high-Level weapons. That will make clearing Hard/Hardest/Inferno missions easier on single player missions.

The armor and weapon Lv caps only apply to online multiplayer, not for single player.
To increase the completion rate quickly, you can play on split screen if your monitor is big enough. This will give up to 6 Stars per mission completed on Hard. I play player 1 on keyboard and player 2 on Controller Pad. This has the advantage that the second player can revive the first player. The second player should have some easy-to-use auto aiming weapons like Ranger with Sentry Turrets or FG(X) High Altitude Missiles for Fencer. Most of the Ranger’s ground vehicles can be used by Wing diver and Fencer too.
However using splitscreen will reduce your fun experience.

but what about online?
ppl usually said in edf5 to do hard to inferno than do the dlc?
is the same here? i tried 1st mission on hard and the recommended armor was 3k for dlc

No matter how much progress you have in the base game, you should absolutely leave Inferno for last for the DLC, since the new enemies have some pretty unique behavior that will squash you if not respected, even on Hard.
Mission knowledge is very important to EDF as a series, but that’s especially true when even a single blue spider can do tremendous damage from range until you flinch it.

because there almost no reason to play the dlc unless you like get some ptsd from playing those , also you wont be able to use those in normal mission any way

Giant Monster Balls (mission 10 I think) has the full DLC 1 loot table and, if you’re not sloppy, can easily be cleared with sub-inferno weapons. It will take longer, but it’s very doable
