Supposedly, your lobby can also become glitched and become impossible to connect to. You could try remaking it until someone joins.
That being said, it's not impossible to get an online lobby going with randoms, but you're gonna have to tough it out for a few missions solo online most of the time. Solo online is scaled to 4 players so it's quite rough if you aren't experienced or have a poor selection of weapons. After a while, someone might join mid-mission, at which point you can acknowledge them with a greeting and ask if they want to join by retreating. In my experience, once you have a person in tow, others will join much more easily.
The only other thing you could do is try to get your friends in on it, but that's a big ask at the current price and with the aforementioned questionable reviews and issues. It's a regrettable situation all-around.
double check that the room is set to "everyone", playing on higher difficulties increases your chances of people joining along with removing armour/weapon limits if youre able
