I remember if you got to 50% you could remove them, did they increase it or is my memory failing me?

It's no longer 70%. I'm past 70% and don't have the option to remove it.

EDIT: Or bugged. JP websites are listing it at 70% but I'm not getting the option to unlock on PC.

EDIT 2: For future people having issues. You have to do at least one mission on online mode to get the pop up saying you can remove limits.
