What is this extra DLC?

When I preordered the game there was no DLC. Now there is. Is this new DLC?

Naw, this stuff was sold the same way in Japan, with the addition that some of it was also store-exclusive because for some reason that's still a thing over there. Assuming the Season Pass comes out on PC it'll likely include all of it like it did over there.

This is standard fare for EDF games.
It's usually just 'junk'/joke items for hardcore fans or people who are just messing around.
They (the items) usually fall off immediately
Only concern yourself with the mission packs.

the least they could have done was include the DLC content

That's not true, Stop talking about things you don't know. Only steam doesn't have a season pass, because D3 wants you to pay for them individually

Doesn't currently have one. The stuff was all sold separately in Japan. And weirdly that pack doesn't include one of the DLCs, the Blacker No. 6, so even with it you don't get everything anyway.

If you click any of the dlc you'll see that you can buy a full pack with like ten bucks of discount, which is like a season pass in the end. The mission pack are not there yet but it's less expensive than the PSstore offer. Still, I'll pass.

Skins, they're worse than things you can find in-game. Its literally just fan DLC.

I don't know why people immediately go into competitiveness/usability of weapons. What about variety? I don't care how useless or silly the weapon is, due to bad monetization practices, they've cut down that many choices that I can unlock/use in a game.

But they're not included in the price, compare the price of the pack on steam and the one on the playstation, missions are not included but the price reflects it.
