I'd say switching to a weekly refresh of items was also a decision they made so that newly developed cosmetics that were intended to be free could be slowed down in general, and more of them could instead be used for weekly challenge rewards, with less having to go into the shop to maintain that sense of variety.
Something needs to be done with the premium cosmetics, many other recent Ubisoft games allow you to slowly earn paid cosmetics for free, Assassin's Creed Odyssey, Far Cry 6, Rainbow Six Extraction, etc. There's no reason you shouldn't be able to slowly earn them for free in this game as well, it would definitely drive up player engagement.
