I havent had any significant outcomes with those 2 so far too.
Meng He is Mi Heng in my game? He's an arrogant guy who likes to appraise officers and judges them strictly back in original game. Maybe try to go along with him.
Guan Lu is a diviner in history and in original game he can extend your lifespan if your character is nearing natural death.
Ya i forgot it was also mentioned in game. Read somewhere the max trainable limit is 120 without items so it makes sense.
