F1 allow a racing game with the F1 license to do this. So, this is absolutely not the reason.
The only reason it's not done, is as 22 was so bare and so buggy there are a host of features they had to add for 23 that were a priority over this.
Like contracts, like actually making sure the AI can develop parts, making sure that cars stop overtaking behind the safety car etc, etc.
If this feature is not present in F1M23 then I most likely will not be buying the game, not until it goes on a 50% discount or sth at least.
Whilst we acknowledge the potential that creating your own team could bring, the focus this year has been on honing and refining the current career mode to be a more rewarding experience. We always appreciate the feedback, however, and this has been noted :)
Better design and development options?
Chassis made the year before and it has a greater impact on car handling and tire wear?
Young driver academy/program?
Engine development?
3rd party suppliers for more than just engine?
Car setup influences car handling?
Sponsors?
Track specific components?
Would love to know a list of things that have improved.
If they add in all that this game would be on par with Grand Prix World
