For me with deluxe preorder it says avail on 31st why and also no option to predownload like f1 23.

That is true. It should state 27th anywhere (it also does not with me).

Steam never show the day of early access it always show only the official date in theory you should be able to access it the 27 even if it says 31 (at least it worked like that in many other games)
