I think you have a valid point. I don't see a lot of folks running around like I did the couple of days. I'm sure many of them have moved inland to the higher-level areas, but I also suspect that many of them are leaving the game running so that they don't have to sit in a queue when they want back in. Queue times can take between 30-60 minutes even when you have less than 10 people in front of you.
However, I'm not sure how this could be prevented since they could just set up a macro to move them or click on something every few minutes.
And while increasing the population cap could help a bit with this (not that you suggested it) I'd hesitate to ask for a move like this until the game is more stable.
