what is the 2 circle mean for territory flag and beacon?

I found out that during placing a build , there will be 2 circle once i have place my beacon , what is the inner circle mean and what is the outer circle mean ?

I still dont know the answer to this;
only thing that i noticed is inner circle gets auto-repaired.
so whats the point of the outer circle?
