My buddy plays and he has a much older PC with a GTX 980 and plays at 1080p, High and medium settings and gets around 35-50 fps on average. No stuttering.
I think your PC should be doing better. A 3070 should have no issues with this game.
I have no issues with this games performance. Sure, when you're flying and the game has to render in "Mega Bases" then it lags a bit, but other than that... Ive got no complaints.
First thing I would do it check your temps.. make sure the rig isn't throttling itself.. then check/verfiy files..
It's on by default, and can only be turned off through ini files
the only thing i have is at the time i logging in, the first 15-30 seconds i have to stay still because heavy lags but i believe they load the chunks. after that absolutely no problems

This is not acceptable. They have MASSIVE LOD optimization issues. No game should be doing this, it's not 2005. To add, AMD cards are disgustingly poor with this. It can drop to 20 flying over the snow mountain on both a 7600 and a 7900 xtx, which eats 3090's saying it's fine in here. 1440p is horrible. Imagine how bad it would be if I didn't help them fix their blur issue on release how many people would be forced into strange resolutions and forced downscale.
