supply drop colors?

what do the colors mean? does it mean you have to be a certain level? and if so what level for what color?

Not sure we are talking about the same. But if you mean the background color of the icon, that is the rarity. Just "sort", then they are listed depending on value. You will see "exotic" or something like that further above than green ones. And so on.
Two of the same color will normally still have different values.
If you have two exotic pick axes, one might have 400% durability and the other "only" 350%.

there is a whole ingame guide if u press F1, u can find all the levels there it will be called suplly's from the future.

Uncommon (Green): Lv. 1-20

Rare (Blue): Lv. 21-30

Epic (Purple): Lv. 31-40

Legendary (Orange): Lv. 41-50

Exotic (Red): Lv. 51-60
