is this an Unreal Engine 5 or 4 game?

I searched past threads and people claim 2 different things.

if this is UE4, I am worried about all the crap UE4 brings in open world games: bad looking, poor performance, harder to work with and get good results than UE5.

if it is UE5, why does it look this bad?

afaik the cost is identical for licensing the engine. so why choose UE4?

is this something like the missing Field of View sliders or inability to rebind keys? i.e. sheer incompetence? or what is going on?

or is this just a pretend game that solely exists to collect data via the "anticheat"? why is there no solo mode, or a mode for people who just want to play together vs. NPCs?

I feel like PvP is not something they should focus on. the big unfilled niche in the market is PvE in a survival game. real AI that is a real threat. that would put it above the rest of the market and guarantee a success.

a ♥♥♥♥♥♥ PvP with rootkit anticheat that just collects data and never does anything to stop anyone determined to cheat?
why even go there? people who like Rust will always play that ♥♥♥♥ game.
