Anyway, now that I have spoken my peace on to known fixes...
First, make sure you have nothing plugged in, (or built in), to your computer that could be confused as an input device. This could be as stated in other threads things like blue tooth adapters and the like.
Next, delete the "input.ini" files located in...
"Steam\SteamApps\common\Ace Combat Assualt Horizon\"
"Documents\NAMCO\ACAH\"
And if none of the above work, try running the game in a compatibility mode, XP-7.
