Try Google first if the Steam Client don't find it. I usually do it on the first place when I browse some games before going for the Steam ones.
Assault Horizon was removed from PSN and XBL in 2017, presumably due to aircraft license expiration, so it appears the same happened here with Steam since this version of the game released a while after the console versions.
Of course, everyone who bought the game or redeemed a key before will still be able to download and play it. Multiplayer is peer-to-peer, so that will still work, too.
You can redeem keys for Assault Horizon just like other removed-from-purchase games on Steam, so if you get a valid key from user trades or shady websites, it should redeem just fine. There is no longer any official way to purchase the game for Steam.
All that being said, you should seriously consider if you want Assault Horizon. It went on sale for $5 dozens of times over the past couple of years, AND it was in the $1 tier on a Humble Bundle. If you really wanted it, you would have gotten it before now.
I know you already got it, OP, but to everyone else reading this, I recommend picking up Ace Combat 7 instead, it's far superior to Assault Horizon.

Are you interested in getting this newest game/installment of Bandai/Namco's Ace Combat series, if you are, then go for it, and as always, I hope this newest Ace Combat Game is as fun as all the others from the past that we have played.
It DID have purchase button deleted so I can't gift to any friend this game.
Like SlyCooperFan1 said, anyone reading this should head over to AC7 and purchase that instead - for a price equivalent to NARUTO TO BORUTO: SHINOBI STRIKER with no discounts.
