vulture and cavefish just wont spawn at all

I fought like 100 guys and they still havent spawned

Really? I came across the cavefish yellow bike quite early on. This is the bit I was up to yesterday. Seems no matter what I do when I get close to the cavefish bike I just crash the bike instantly. I guess I need to obtain the other weapons as I only have the chain so far.

it turns out the cavefish is the star wars looking sand guy and was spawning the whole time you need the plank for him

I crash the bike every time with the cavefish guy even with the plank, thinking it maybe a bug.

I was having that issue but kept trying and it suddenly worked. Maybe I was getting too close to the bike or something. Try and do it from a distance then inch closer.

I did try that, still no dice, but after quitting the game and reloading I went through that stage without a problem. Luckily I had a save not to far back.

I think you can throw fertilizer in his face, that's the most effective weapon, although im not sure. Some other weapons might work, but they're not 100% guaranteed to catch the cavefish.

You find the fertilizer at the broken truck that is found in the main road.
