"Failed to merge" error when trying to install Unfinished Business

I own Baldur's Gate: EE and Dragonspear.
From what I gather, I'm supposed to do the following:
1. Select "Betas" in the Baldur's Gate properties, and use version 2.5 (also tried on the normal branch)
2. Copy in the archive for the mod I want (bg1-unfinished-business-v16.4) and extract into the game folder
3. Copy in the archive for the DLC Merger (win-64bit-A7-DlcMerger-v1.3) and extract into the game folder
4. Run the DLC merger, and select option 3, to merge the base game, Dragonspear, and Unfinished Business

...Then I get an error:
Failed to merge DLC archive "bg1-unfinished-business-v16.4". (Message: DLC archive is corrupt or incomplete.)

If I run setup-DlcMerger and select option 1, it will report success. If I subsequently run setup-bg1ub, then I see the following error:
ERROR: Failure("DLC Merger is required before mods can be installed on this game. Check the readme for more information and a link to download DLC Merger.")


So, how do I get this installed?

Is a bit late, but I had the same problem today. You need to delate or move the zip after extract.
