You can farm fire arrows at a fair rate in the Firewine Bridge ruins. The rest encounter is a group of Kobold Commandos and they drop 2 arrows each.

You can get ice arrows off the Black Talon Elite. I think they'll show up as the rest encounter for the Cloakwood Mines area.

You can also get a ton of magical arrows in Durlag's Tower if you run it.

However it's best to just buy them. There isn't that much you really need to buy in stores... You tend to find your best gear. There are a few items that are worth buying: Archmagi robes, Shadow Thief Leathers, Ankeg Platemail and scrolls for mages, but apart from that you might as well buy ammunition.

Hunt the baddies that carry them as loot? (Install the improved kobold (spelling) option from Stratagems for example and get ambushed by hoards of the buggers shooting you with them)

it will be faster to just buy them.
Also magic arrows are very deadly in BG1. They are meant to use on hard fights, not every fight.
