This Wand of Fireballs

I keep hearing comments about a wand of fireballs that's supposed to show up VERY early in the game. I have yet to see it. Any clues?

There is one in the Ankheg lair in the area north of the Friendly Arm Inn (the area I'm talking about basically has a small village and a large farmers field) or in Ulcaster's Ruins (an area found south and east of Beregost).

These both carry a degree of risk with them but they are free. The safest one to get is the one you can buy from Erdane outside of Durlag's Tower, but it costs money.

I was thinking I'd heard of one very near Candlekeep. I've found the one in the Ankheg lair.
