Recruiting Kivan
I am going to try a run through and take the above character along. When is the optimum time to recruit him. I am aware that if I get him too early I may not be strong enough or ready for the bandit camp. Also, if leaving it too late I am aware that there may be a negative impact upon his HP's etc.

Am I better completing the Nashkell mines then getting him or just waiting until just prior to being ready for the bandit camp, cheers in advance...

I usually grab him right away and just rush to Bandit Camp. Trust me, you'll want a competent archer in your lineup ASAP. Later you recruit him, less days you'll have to complete Bandit Camp.

He also makes a very hard hitting melee combatant, he starts off with good STR value and ** in Dual Wielding (Ranger specific bonus)... which is all you'll really need, 3rd point in Dual Wielding is completely optional if you have nothing else to pick.

Where is Kivan? I've completely missed encountering this guy.

He is in High Hedge to the north east of the the wizards building where you can buy and sell magical items etc..

Can you get him later or does the time limit start the moment you begin the game? I wanted to mess around and explore before getting into any crazy quests.

I would wait until you've cleared the Nashkel mines and are on your way back north. You'll probably want to stop in at High Hedge at that point to learn some spells anyway. His personal quest is also tied to where your mission is taking you at that point, so you shouldn't risk losing him.

Usually you want to get an NPC to add to your party as soon as possible or before you're to high a level. The higher your level, the less Hit Points that NPC will have.
Still you need a good plan on how to complete the companion's quest. Safana, for example, also leaves the party, if you take too long to fetch the loot from the old pirate cave.
