You can stream from PC to tablet, but for comfortable playing you need to connect mouse and keyboard to your android device.
Buying android and PC version couse savegame problem, becouse there's no cloudsave and probably saves are not compatible with windows and android version (didn't try...)

For the future visitors: Yes, an android/mobile version would be needed to play naively on a tablet, steam will not work there. You can use moonlight+sunshine or other streaming to play the pc version while at home on a tablet/phone as its a mouse driven interface and touchscreen gives you that.

If you do have the tablet version; the saves are compatible, I've managed to transfer and load them, however I recall the dlc has conflicts such as the android not having the same ones available causing errors when loading a save created in a specific zone - minor gripes as I was able to transfer my pc save back and forth and complete the game.
