Chapter 5, Scar and Eltan missing; conceivable spoilers

Not sure if I'm missing something, or if I stumbled into a bug. After clearing out the Iron Throne building in Baldur's Gate an NPC told me to go find Scar or the Duke, but I can't find either. I reloaded an earlier save before I ever talked to Scar inside the Flaming Fist headquarters, but he just vanishes once I deal with the Iron Thron building. When I tried talking to the Duke, he was missing, and an NPC told me he's busy and to talk to Scar.

I tried to pick up the actual quest from the Duke earlier in the game, but he doesn't seem to have ever spawned in my playthrough.

Anyone have any suggestions what to try, or know if it'd break anything if I fiddled with the console to spawn a new Scar?

This might be a silly question, but did you go upstairs at the Flaming Fist HQ? Eltan should be there. Past the cells and in the central room, there is a stairway with a generic mercenary and two named ones, Fergus and Dilos, nearby.

If need be, the console command would be CLUAConsole:CreateCreature("deltan")

Yeah. I totally missed those stairs at first, but that's where I went to be informed "The duke's too busy to see you, go talk to Scar" or something along those lines, but Scar becomes too busy to interact with in the process of walking about the building as soon as I enter after dealing with the Iron Throne. Reloading an earlier save before doing much of anything in the city, it seems like for some reason Eltan never spawned at all.

Sounds like this must be some kind of bug, but oh well. If it won't break anything to spawn NPCs, I guess that's the way to go. Thanks.

After you kill off the iron throne bad guys, there's a guy hiding in one of the rooms you need to talk to to find out where the iron throne reps are meeting (Candlekeep). If you didn't have the conversation,you may not have all the information you need to talk to the duke.

I have a save on the top floor of the Iron Throne, after killing the mercs but before talking to Thaldorn and picking up the letters. Eltan was still at the Fist HQ. You can tell him that Rieltar would be carrying any incriminating info and that starts the next chapter. Sounds like a bug, then.

I cleared the iron throne without the quest for it aswell. And I missed the duke and Scar aswell. Nothing on any floor at the flaming fist. After I used CLUAConsole:CreateCreature("deltan") inside with no effect I went outside - just to find Scar waiting in front of the building!! Not sure whether he was there all the time or the command spawned him. But he would then introduce me to the duke at the story continued.

Scar waiting just outside the FF HQ is entirely normal.
