I'm guessing i have to have that fallen Paladin status fixed for my reputation to climb again. lol, so BG2 then, this is gonna be a long BG1. No idea how many chapters there are but i'm mid chapter 3.
Yea, well actually its not the obvious answer. You cant stop. There is no options to give up and do jail time or pay a fee. The guards say their bit then go hostile.
Or go pick up Dorn and Kagaine and Viconia and Edwin for an all evil cast and see it through.

You have magic in this world, but you rather hamfist some guards to death ? Ho, it reminds me that bare-fist you can pummel someone inconscious. You have the choice not to cut innocent lives (on duty to protect, even) with a sword, but you did it again and again. No wonder your god turned away from you as you dont feel any shame about being a murderhobbo :p
You don't have to kill them. You can disable them, or simply run away. You'll never get your reputation to stay up if you keep murdering people :)
running away dont help, the Guard party you run from stays there. And if they chase you across the map, when you return they are back at the city gates waiting. So that means no access to shops and temples. Same goes for Bounty Hunters, they wait for your return.
Then stay stuck in your current problem. You asked for help and the help is "Stop murdering people". Your rep will never stay high enough to avoid being hunted if you keep murdering people. If you have the gold to do it, make a b-line to a temple and buy up your reputation. If you don't have the gold to do it, you're going to have to run away from fights with guards and bounty hunters. If you have a mage/cleric you can disable them, so they can't follow you. Even without a cleric/mage, you seem to be able to kill them, so that means you have the ability to knock them out instead of killing them(Switch to fists when their health is low). Lure the guards/hunters to a corner of the map you don't plan to visit again and disable them there. If, after you get your rep back up, you run into the hostile guards/hunters again, don't murder them or you start all over.
This isn't GTA, you can't go on a killing spree, hide for a few minutes and everything is forgotten.

My suggestion: reload a previous game (or restart) and don't do this again.
Anyway you have 3 problems:
1. Fallen paladin. THis won't be fixed until BG2, and not at the beginning. You should run for a stronghold immediately and know how to get it.
2. Low rep. Stay out of towns and go to the temple near beregost (it's a separated area from the town, you won't have problem . If you don't have money try to collect them out of town. You need something like 3-4k to raise from 1 to 4 (further increases are less expensive).
3. Hostile guards. AFTER YOU HAVE RAISED REPUTATION Bounty hunters and new guards won't appear anymore, but hostile from previous encounters will remain. As already told you DON'T KILL THEM, let them chase you in a corner of the location, when you won't go anymore and then leave location, they will stay there for the rest of the game.
So, my suggeston is:
1. reload a previous game before becoming a fallen paladin. It's a long way till BG2, are you sure that you like it this way? You will do exactly the same gamethrough with a paladin without powers and with less XP (story and encounters are not different, maybe some dialog)
2. If you choose to carry on this way, FIRST fix your reputation staying outside tow, THEN go back in town and let hostile guards chase you in corner position of the map before leaving them there for the rest of the game.
P.S. Normal people can stay hostile but not attacking you, just ignore them.
