Doing some testing, I was able to dispel the Blur effect, though its technically granted by a ring. In the spell description for Flame Blade, it makes no metion of Dispel, while some other weapon creating spells, like Phantom Blade, do say they can be dispeled.
Yes, there is an Arcane version of Dispel Magic, it functions the same way as the Divine version.
I should probably see about downloading Infinity Explorer again. Would be more useful than EE Keeper for stuff like this. I'll need to see if I can remember how to use it. :p
It has an undroppable helm (many creatures, especially those immune to critical hits have invisible/undroppable helms), an undroppable set of plate mail, and a pair of undroppable rings. One provides the Blur effect, the other has a generic ring description, and I cant tell what it does using EE Keeper.
I also could not determine what level it is using EE Keeper.
Without his flame blade he is reduced to punches, making him much easier to defeat. I ended up killing him with a combination of Magic missile, magic missile wands, and a backstab with the dagger of venom+2, but I was a little disappointed the dispel didn't work
