I think only DAGOTHWAVE is worse.
BG2 features more voice-over regardless of whether it's about enhanced edition extra content. Just in case.

Also the party members have some funny comments if you continue to click on them when giving them orders. IIRC correctly they have 3 or 4 routine comments you have to go through twice then the funny ones kick in. Jaheira has some good ones like, "If a tree falls in the forest, I'll kill the b*st*rd what done it!" Dynaheir too, "Go here, do that! What about MY needs?"
I mean it's not like the audio sounds like some guy put it together in their basement with a microphone they got at Wal-Mart if that's what you're concerned about lol.
But no, the first BG game isn't fully voiced. As others have mentioned, companions and NPCs typically only say a single sentence (sometimes a random one) when they are selected. Such NPCs includes merchants, side-quest givers, story NPCs. And as pointed out, the new companions added by the Enhanced Edition feature more voice-over.

We have AI now. I tried to create the voices with some IA tool and it works. You juste need few seconds of original voice, an OCR tool to catch all texts and you can create all voices for all companions and all NPC in the game.
Quite a few. There are some voice/banter packs. The NPC Project brings some more conversation BG2-style into BG1.
This is not about adding voice. It is about adding text to make NPC more interacting. And on the project page you can read "As we were unable to get the original character voice actors to voice all the new lines, we instead sought out music appropriate to each NPC to be played whenever they initiate banter. " So, no voice.
