Branwen CMW 3rd level?

Can anybody explain why Branwen does not have access to Cure Moderate Wounds as a 2nd level spell. It does not show up until 3rd level spells.

Cure Medium Wounds is a third level spell for every priest or druid in Baldur's Gate. There is no 2nd level cure wounds spell.

(2nd Edition D&D didn't have any 2nd or 3rd level cure wounds spells, it skipped from Cure Light Wounds at level 1 to Cure Serious Wounds at level 4.)
