click on the game through steam library and look at DLC (roughly middle of screen) it should say Siege of Dragonspear followed by a ticked box.
I've got a follow-up question to other folks though: is there a way to turn off the DLC without having to re-install it? (currently just unticking it, forces a re-download) because the Multiplayer games of someone who only has base-game do NOT show up for me when I have Siege of Dragonspear installed. (not that I've gotten MP to work either, but have my hopes up for the promised patch, and as far as I've been told local games (or through VPN but my friend doesn't want to use that) work)
In short:
I just added an extra folder to the BGEE directory called it siege and moved the dlc into that and that de-activates it.
if I want to use the dlc I move it back directly into the BGEE directory and it works again with siege of dragonspear.
