Do you happen to have a familiar by any chance? There was a bug awhile back that involved reputation traps getting triggered by them. Its possible that is a cause anyways.
If possible could you give me an approximate timeline for what you did after you got 1 reputation. Just trying to figure out whats up.

Thank you!! I have a rep of 3 in Chapter 3. I'm not mindlessly killing too many people. I think my legal troubles started when I killed Silke, who deserved it for trying to trick me. That should be a legit/allowed kill. I re-loaded to before killing the insane, drunken wanna-be-lich guy, but he wasn't the cause. I haven't killed any other people, except Minsc, who attacked me first, and Dynaheir, of course, but she's a witch and there weren't any witnesses left alive to talk about that. Oh, and Prism. Again, no witnesses. Oh, and that crazy guy who asked me to find him a scroll only to give me the same scroll back. He was clearly insane anyhow, and again, no witnesses. Oh, and there were those two druids, but they both attacked me, one after the other, and yes, no witnesses. And there is that smart-mouthed guy in the Feldpost Inn. I killed him, too, but again, he started it. There were witnesses there, but I've done that many times and never had legal problems as a result.
Yes, I'm laughing myself sick when I start REALLY examining my character's behaviour. Neutral Evil, so hey! What can I say?? I'd like to be able to pay a fine or be imprisoned, but these do not seem to be an option at this point in the game. Sad that you cannot get really down and evil and still finish the game, but your tip will help!! :-D
I'm not thrilled that you will get attacked for just having a low reputation. That's insane. Unless you've actually broken the law, the Flaming Fist should not be attacking you. People are talking smack about you isn't crime. Too bad that that cannot be fixed in the code.
I was looking for the global variable in the EE Keeper to reset for the Flaming Fist, but I couldn't find one. It seems that I have to have a rep of at least 5, or make it to where I didn't kill Silke. :-( Wench totally deserved that from a NE character.
I've never had any issue simply disabling the flaming fist.
