Put them on a front liner that you want to come into view first to draw attacks (My Paladin) while the rest of the party moves into position, casts spells, uses wands fires missiles.
ToB tactics, you can get 5 Boots of Speed and one set of AC1 Armor that also doubles movement, basically making your entire party 2x as fast as your opponents. Use speed as a weapon by deploying individuals instead of the group. I tend to spread out more knowing that I can regroup fast, run away from trouble, attack a weak spot etc...It's good to be able to move fast when confronted with say a Dragon or other strong single opponents.
With it any thief with high stealth stats can clear almost any area: hide in shadow backstab, run away and hide in shadow again. And again. And again.
You can also use it for kiting.
It can be used for run away form area effect (or take away area effect if the bearer is the subject).
You can use it to attract enemy in order to cast area effetc spells (e.g. fireball).
For melee it is useful to reach enemy faster, expecially people with ranged weapons.
It also decrease the time of exploration.

I would give it to the subject that do the exploration (Imoen?), than switch it depending on tactics.
