Boots of speed
Which is the utility of boots of speed? I see the character moving faster but I don't see any changes in the number of attack per round or in the time to cast a spell.

Rush melee casters and ranged.

You can stay out of reach of your enemies while you shoot them full of arrows.

I would to use these boots on Minsc, but he uses the 2 hands sword found in spider's cave in cloakwood forest (the best two hands sword found until now) that blocks speed increase of the boots. It is best to use on Khalid or on Imoen?

In the original you'll have a small bonus to acttacks with the boots, and free action wouldn't limit haste or slow (not sure for slow thought). Now the boots on my thieve hiding in shadows to explore the map, then whatever needs speed to get in contact or used as bait and flee while ... you know, arrows in the knee tomy ennemies from my pile of ranged guys. Even if they use magic, they use slings or whatever too.

Couple of BG1 Tactics...if you are using an Invisible Thief to scout ahead for traps, having a Ranger or Archer Kit (Preferable) using regular Stealth to spring ambushes with ranged attacks...and then run back to the party is a good tactic. I abuse this in IWDEE since I have a dedicated Archer with many APR.

Put them on a front liner that you want to come into view first to draw attacks (My Paladin) while the rest of the party moves into position, casts spells, uses wands fires missiles.

ToB tactics, you can get 5 Boots of Speed and one set of AC1 Armor that also doubles movement, basically making your entire party 2x as fast as your opponents. Use speed as a weapon by deploying individuals instead of the group. I tend to spread out more knowing that I can regroup fast, run away from trouble, attack a weak spot etc...It's good to be able to move fast when confronted with say a Dragon or other strong single opponents.

I would say that, depending on your playstyle, it can be the most powerful item that you get in BG:1.
With it any thief with high stealth stats can clear almost any area: hide in shadow backstab, run away and hide in shadow again. And again. And again.
You can also use it for kiting.
It can be used for run away form area effect (or take away area effect if the bearer is the subject).
You can use it to attract enemy in order to cast area effetc spells (e.g. fireball).
For melee it is useful to reach enemy faster, expecially people with ranged weapons.
It also decrease the time of exploration.
Need more?

I would give it to the subject that do the exploration (Imoen?), than switch it depending on tactics.

Watch out - boots of speed don't improve trap detection range/speed so you might want to go slow.

Right, but there are a lot of locations where there aren't traps. Expecially outside. And nothing prevent you to go slower even wearing boots of speed.
