In High Hedge from the mage in the tower, the guy who helps you with Mellicamp the Chicken.

There's a place in Baldur's Gate, too, but I don't know exactly where.

They drop from low level enemies too, like gnolls

Actually I find it better to buy the potions of mirrored eyes. I am not sure why but that was just my preference.

Actually I find it better to buy the potions of mirrored eyes. I am not sure why but that was just my preference.
Potions are finite but mage spells are not so I would suggest saving the potions for dire emergencies (e.g. basilisk ambushes)

potions only last a couple rounds though

mage spell or green scrolls last hours and hours

It was a while ago but I am sure I was able to clear the whole area with just using one potion on my main tank.
