The sturgeon is in the north east of the city, to get there go east from the ducal palace.
The blushing mermaid is there as well.

Both Blushing Mermaid and Splurging Sturgeon are found in the north-east district, and you need to enter that district from the north. Not from the east district.

How do I meet Martek and get the Second Half of the antidote potion? He's not showing up at the Blushing Mermaid. Does the Blushing Mermaid have a top floor? I've already been to the basement with all the courtesans.

Yes, he's on the second floor, there's a stairway along the back wall.
