In pnp D&D you can get items recharged...also for a ton of gold. So it sort of works in Baldur's Gate like it should. The only issue is that it should only be happening at the more "advanced" shops that might have the facilities to recharge the item.
Well...and recharging the staff of striking should cost a lot more than it does.
Facilities eh? ... That is a strange choice of word for a 12th level Wizard willing to take between 3-11 days to recharge a single item with a chance of destroying said item forever. ... Because in 2nd Edition that is what it takes to recharge magical items, so no, this exploit isn't even close to how it is supposed to work in pnp.
However a larger issue is that fact that recharging items really doesn't make alot of sense considering that it is spelled out that there is no method to tell how many charges an item has left other than to try it and have to crumble to dust (or simply not work depending on the item) in your hands.
3rd changed all that to XP costs.
