Report a translation problem
I tried that with each of the characters. I did not work for any of them. They all appear to be stuck on top of one another, besides my party leader. Only he can move around.

If the party is full, they are unable to join and the tutorial cannot move forward. As Proctor Cain suggested, restart this using only 1 character. You can export any characters before you delete it. Pick one and then using the import function mentioned use it to do the tutorial.
If you wanted to give them all the same experience level, run it 6 times using each different character you created and export them again when you are ready to talk to Belt for the last time and finish it.
When you start the game proper, you should be able to create a party of however many of them you like. (you might consider leaving 1 or 2 open slots so you recruit onthers along the way and complete their quests).
Logically if you look at it, why would you be in the ducal palace "before" you even start BG1. It made sense for it to be the tutorial for BG2 since you figuratively had finished BG1.
