every magic item has a lore value, if you exceed the lore value of the item it gets identified when you look at it.
so yeah garrick probably needs more levels.
High INT and WIS provide a fixed amount of bonus lore.
As Garrick is neither very intelligent nor wise, he will require several levels before his bard bonus kicks in.
Garrick is overall not very useful, although the bard song is a good way to prevent fear, which is a spell that the enemy casters often use.
I've used Voghlin, I've used Haer'dalis. they work to their own extent.
he wants an arcane spell caster to identify things. I used Neera, with 5 casts of identify per day.
and yes she can manage a stinking cloud or something easily enough dealing with groups, just give everyone ranged weapons, cast stinking cloud and shell them from range. so shes probably better, but I've used voghlin and he works just fine for his purposes.
