You could do it by hand, I suppose, by editing the 2DA files that affect level cap, but you won't be the getting extra content for the new levels if you don't also change the progression tables and other related things.
In any case if you *just* want to remove the cap, Near Infinity and editing the XPCAP.2DA file to have -1 instead of a fixed XP cap would be the way to do it.
You could also use the EET Tweaks mod (it doesn't require to have EET installed) and use the level cap tweak from that one, but I'm not sure if that mods touches the progression tables at all.
If you use Near Infinity, you can access the file even if it's located inside the game's archives and it's simply extracted and stored in the override folder on save.
EDIT: Keep in mind that if you reach 3000000 XP on any of your chars in BG1 and you haven't installed the tweak mod that also adds the HLA tables, the game will hang on showing the HLA window since you won't have any to chose (unless, ofc, that was fixed on the EE and I don't know about it :P)
Just go to the link I posted above Tweaks Anthology[www.gibberlings3.net] and select Download on the right, and follow the trail until you get the option to download a file.
Select the exe version for Windows from the list that opens up (it's an autoextract ZIP archive in reality, not a true EXE,) and then run it and select your game main installation folder as destination (i.e. <steam root>\steamapps\common\Baldur's Gate Enhanced Edition) and after that finishes, you should have a Setup-CDTweaks.exe in the game's folder.
Replace <steam root> for whatever Steam library root path you have in your installation. (for example, in my case, mine is E:\Games\Steam for BG1 and 2... but Steam normally defaults to C:\Program Files\Steam on most systems, unless you've chosen otherwise. Keep in mind that if that's the case, you'll need to run the extraction as Admin!)
Then open up a Command Prompt using the Run As Administrator option, and change directory to the game's folder:
CD /d <steam root>\steamapps\common\Baldur's Gate Enhanced Edition
Then run
Setup-CDTweaks.exe
That will ask you a few questions about Language and Readme, and then start offering you group of components to show, answer YES to the one called Rule Changes, and NO for all of the other ones, and when the setup start asking you for individual components to install, pay attention to the one called "Change Experience Point Cap" and answer "I" to install that one, and "N" for skipping every other one.
You can read the readme to get an idea of what each tweak does.
I don't think the game has even enough XP in it to reach those levels (but I might be wrong... and specially not with in full party game, unless perhaps using a big world install with many extra quests) but yeah, if you want really uncapped play in BG1 you'll need to install EET on BG2 and start the saga there.
IIRC, from my few solo runs with uncapped levels, I normally reach ~L13 to L15, and not much more even after doing the whole TotSC expansion too. IIRC my tripple multiclass char was around ~L10/11 when I fought Sarevok.
It's on the Gameplay options menu as a separate tick box on the options pane. You can play in Core rules and still have the Story mode option on.
That's the fun of trying different things and testing stuff in a game like this with the freedom to install mods and do crazy stuff!
If you're dealing with Legacy of Bhaal stuff, which I haven't personally tried yet so all I say here might be wrong (keep in mind that!,) from what I heard/read elsewhere you'll want to focus on debilitating/disabling spells (like stuns, confusions, holds, etc.) and use the fact that you get to autohit disabled enemies... preferred spells are those that grant penalty to save-vs-spells for the enemies, and you can stack those with being an specialist in that school too.
Since last patch gives -11 AC boost to all enemies in the game while in LoB mode, it's very difficult/impossible to hit them under normal rolls, and yeah, the boost of HP makes also difficult to deal with them using damaging spells.

I have the GOG version of BG1 EE and Dragonspear, and the Steam version of BG2 EE. I want to remove the XP cap from BG1 so I can dual class to Druid at Fighter 9 instead of Fighter 8.
I still have the original disks from back in the day, but they would not install under Windows 10, so I got them cheap in a sale. I was not going to pay £37 getting the bundle from Steam.

The mod you download comes with a Setup program that when run from the game's folder installs the mod and does all it needs to do in order to apply the tweaks you want.
When you run the exe you download, it's just an extraction process and you need to give it the folder that contains the game files as destination, and then from there run the mod's setup exe, which is a different one, called Setup-CDTweaks.exe. You'll probably need to run this one as admin in Windows.
I don't have experience with W10 myself, so I can't help much with that sadly :(
