Lots of RPG's have crafting skills that let you enhance various items (something I hate, and all the more reason to love IE games), so if you're coming to BG for the first time, it's not a bad question to ask I guess.
In the end though, outside of a few quest related items, you can and should just sell them all. Only good for gold.
No, you cannot enchant rings and jewelry.
And yes, they are just for selling.
Except for the very few that are quest items, like Joia's Flamedance ring or the necklace for that dead family a couple of areas south of Beregowst.
