Scrolls for fireball are sold at Sorcerous Sundries just inside the gate in Baldurs Gate other than that you'll have to rely on it showing up in random loot.

fireball is great in bg1, but once u hit bg2 your going to want to transition over to skull trap. smaller aoe, but it scales up to the max spell lv of 20 instead of fireball which caps at 10.

A little late, but you can usually find scrolls of levels 3 & 4 randomly on some of the Greater Doppelgangers in Durlag's Tower. Chances are low, but the experience for killing them is pretty damn good, and they sometimes carry pretty pricey items like diamonds and Laeral's Tear Necklaces.

It's not random. You can always find the fireball spell scroll there. Another scroll can be found on Lendarn in the Firewine Ruins.
