wrong, the method for DX 9 or 10 is based upon the shader (under video / gfx options) used, ultra is dx 10 and anything below is dx 9.
Also there is a huge performance decrease in using DX 10 (COH1 was the one of the 1st games to implement DX 10), there is however hardly any difference in lighting with the two when you visually compare them. If you do not believe so run a benchmark and compare it.
To force DX 9 either change the shaders to high or lower and or goto C:\Users\jazzy\Documents\My Games\Company of Heroes Relaunch (change jazzy with your own windows username) and locate the file named "Local.ini" open this with notepad and the bottom line edit it and make sure it has the following: screendevice=DirectX9 rendering device then save it.
