And yeah, DirectX 10 didn't get worked on for long before it was replaced by 11, so you don't have many games that really make use of it compared to 9 and 11.
Add to that that Company of Heroes was developed while DirectX 10 was in its early days, and...yeah, it's jank as hell and unstable, it's simply not worth any mild visual fidelity gain.
Just a weird relic of a weird time in PC gaming that is unfortunately easily confusing (it's very logical to assume that the 'most recent' version is outright superior).
But then I played on intel hd 2000 and game was running with dx10 fine, no bugs or crashes. So I assume it's just about the user thing.
