You can't change your maximum population cap without modding the game, be it SP or MP.

You have more than enough units in campaign - even on expert mode, best to use strategi and not treat the game like star craft (by spamming unit numbers) as that apporach will not work.

Yeah what he said.

Campaign is very beatable even on expert; it's all about balance, counters and tactics.

You can also cheese a lot of the missions. There's times where you will know taking a certain objective will trigger a new phase; sometimes you can hold off completing an objective until you've dominated all the rest of the map. It's slow and cheesey but it works.
