Is the campaign for COH1 (all DLC) better than the campaign for COH2 including the special operation one?

Main campaigns are on par, it's hard to compare the rest because how different they are.

Yes, definitely, because its story actually makes sense and flows logically. COH2's story actually got a bad rep at launch because some real Russian players say that it's pro-fascist and that it's a game story of how non-Russians perceive the war-time Soviet Stalinist regime looks like, all victims and no heroes at that front.
Also, if you look around, there are many wonderful mods for COH1. With Discord and some asking around online, you can literally form a group to play online on those mods too. My favorite mods are The Great War 1918, Eastern Front, and Modern Combat (U.S.A. vs China lol as if we are there already at this point).

The normandy campaign is superb and I recommend you playing on an Expert level. Other campaigns are OK but not that great either. Just to kill time.
