The Company of Heroes game is consists of:
Core game (Or as you say base game)-Invasion of Normandy

After the release of the steam version, all of these parts combined to one game. There is no more support for older versions and you need their CD or DVD to play them. Also, there is no more online multiplayer access for them. In addition, we have workshop access for the steam version.
So if you want to get access to each part you need to buy that part, there is no need to download the other versions. All you buy will be activated as a DLC under the new steam version.
So fo you need any part of the game you only need to buy it and you can use it in steam version.

All of these have been purchased through steam.
Not sure i need the legacy edition too as it is just the same as the base game, but does not use steamworks (I thought it was basically an upgrade for the boxed edition from way back).
Incidentally, I bought it for my 12 year old son, this game is older than he is...
They cant seem to lay it out clearly in the store page.
